India’s Strategic EV Scheme: Paving the Way for Domestic Electric Vehicle Manufacturing

In a significant move to bolster the electric vehicle (EV) industry, the Indian government has introduced the “Scheme to Promote Manufacturing of Electric Passenger Cars in India” (SPMEPCI). This initiative aims to position India as a global hub for EV production, aligning with the nation’s commitment to sustainable growth and net-zero emissions by 2070.


Key Highlights of the SPMEPCI:

  • Investment Incentives: Automakers committing to invest a minimum of ₹4,150 crore (approximately USD 500 million) within three years are eligible for significant benefits.
  • Reduced Import Duties: Qualified companies can import up to 8,000 completely built electric four-wheelers annually at a concessional customs duty rate of 15%, a substantial reduction from the existing 70-100% rates.
  • Domestic Manufacturing Mandate: To ensure long-term commitment, companies must commence local manufacturing within three years of approval, achieving at least 25% domestic value addition (DVA) initially, scaling up to 50% within five years.
  • Investment Scope: Eligible investments encompass expenditures on new plants, machinery, and related infrastructure, emphasizing genuine manufacturing over mere assembly.

Global Automakers’ Response:

  • Interest in Local Production: Major global players like Mercedes-Benz, Skoda-Volkswagen, Hyundai, and Kia have expressed keen interest in establishing EV manufacturing facilities in India, recognizing the potential of the burgeoning market.
  • Tesla’s Stance: Contrarily, Tesla has opted to focus on setting up sales outlets without committing to local manufacturing, thereby not qualifying for the scheme’s benefits.

Implications for the Indian EV Ecosystem:

  • Boost to Domestic Industry: The scheme is poised to invigorate the domestic EV industry, encouraging technology transfer, job creation, and the development of ancillary industries.
  • Consumer Benefits: Increased competition and local manufacturing are expected to lead to more affordable EV options for Indian consumers.
  • Environmental Impact: By promoting EV adoption, the initiative supports India’s broader goals of reducing carbon emissions and dependence on fossil fuels.
